Option for NO Tax on Order Tags

We have flavor shots that should have a flat cost.  Sometimes they will go in a drink that has 12% tax, and sometimes they will go as a topping on a bakery product that has 0% tax.

The problem is, I want the flavor shot to be a flat cost (no tax) no matter which product they are used in/on, but when the flavor is added to a drink, it gets taxed at 12% which I don't want.

Can we add an option for this?
