exclude a department from a rule

Hi,
I've created Rule/Action to automatically add some items (chef welcome, n. pax) when i open a table.
This rule should work in Restaurant and Garden department but not in the Take Away department.
I've tryed with the condition you can see in the pic but it's not working

There's a way to do it ?
