Which program to use to edit the file?

Hello.
I want to know which program to use to edit the "Samba.Localization.resources.dll" To traslate as i want. With microsoft visual basic i am not able to open that.

If you want to translate to your language go here https://www.transifex.com/projects/p/sambapos/ and then request language if it is not already opened for translation.
After Emre open that language download resx file for translation and go ahead with translation and then upload file back.
After that Emre will release compiled SambaPOS with resources updated.
