Title: Get Selection Required to work with Ticket Tags

I want to make a ticket tag compulsory, it must be completed but using the Selection Required tickbox does not have the result I would expect.

The pop-up message does not appear until an attempt to take payment.

Is that the desired behaviour ??

I cannot find an Action or Rule to override either
